Kiribati’s North Tarawa declared first open defecation free island in the Pacific

North Tarawa in Kiribati is the first island in the Pacific to be declared open defecation free, thanks to the “Kiriwatsan I Project”. The Ministry of Public Works is implementing this project with technical support from UNICEF and funding from the European Union.

North Tarawa is made up of a string of islets with a combined population of 6,102 (2010) and a land area of 15.26 sq.km.  Previously about 64 per cent of people used the beaches and mangroves for defecation and dumping their rubbish.

UNICEF spokeswoman Nuzhat Shahzadi says that diarrhoeal diseases cause 15 per cent of the deaths of children under five in Kiribati.

In March 2013, North Tarawa adopted the Community-Led Total Sanitation (CLTS) approach following a training of trainers course conducted by Dr Kamal Kar. The CLTS pioneer wrote that he had convinced Kiribati President Anote Tong to set December 2015 as the target date for the whole nation to become open defecation free.

The villagers of North Tarawa dig shallow pits and use local materials like brick and coconut leaves to build the toilet superstructure. They keep water and soap in one corner. After using the toilet, the villagers sprinkle ash to stop the smell and flies getting in, and then keep it covered.

Ms Shahzadi said that the women and girls were very happy that no longer have to go out on the beach in the middle of the night if they need to use the toilet.

India, Bihar: rapes ’caused by lack of toilets’

The lack of safe toilets for women and girls is often linked to an increased risk of sexual harassment and rape. Earlier studies [1] from Kenya, Uganda and India, and now a recent BBC news item are some of the few sources to actually quantify this risk.

Senior police official Arvind Pandey from the Indian state of Bihar told the BBC that 400 women would have “escaped” rape in 2012 if they had toilets in their homes. The rapes take place when women go outside to defecate early in the morning and late evening. These “sanitation-related” rapes make up nearly half of the more than 870 cases of rape in Bihar in 2012.

The BBC news item lists three specific cases:

  • On 5 May, an 11-year-old girl was raped in Mai village in Jehanabad district when she was going to the field at night
  • On 28 April, a young girl was abducted and raped when she had gone out to defecate in an open field in Kalapur village in Naubatpur, 35km (21 miles) from the state capital, Patna
  • On 24 April, another girl was raped in similar circumstances on a farm in Chaunniya village in Sheikhpura district. She told the police that two villagers had followed and raped her. One of them has been arrested

In Bihar , 75.8% of homes have no toilet facilities (Census 2011). Some 49% of the households without a toilet wanted one for “safety and security” for women and children, according to a study by Population Service International (PSI),   Monitor Deloitte and Water for People.

Sri Lanka: new partnership tackles fecal sludge management

An international research institute is helping the government of Sri Lanka to improve septage management in the country.

On 8 May 2013, the Colombo-based International Water Management Institute (IWMI) and the Ministry of Water Supply and Drainage signed a Memorandum of Understanding that provides a collaborative framework for sustainable septage management in Sri Lanka.

IWMI will contribute research data for the drafting of a septage management component of the national sanitation policy. The Ministry will lead implementation of the policy through an advisory committee headed by Minister Dinesh Gunawardena.

Only about 3% of Sri Lankans have a sewerage connection while the rest rely on latrines and septic tanks for sanitation. Safe disposal of septage (fecal sludge) is a problem because of a lack of treatment facilities in large parts of the country.

IWMI is studying a new approach in cities around the world, which treats the sludge so that it can be safely reused as agricultural fertiliser. With the rising costs of imported fertiliser, such an approach would not only benefit farmers but also allow better sanitation and environmental protection for all.

Bangladesh: a field tool for sanitation marketing surveys

Consultant-led sanitation marketing surveys typically take months to produce a thick report with largely impractical recommendations.

The IRC International Water and Sanitation is developing a field tool that delivers, within just one week, a one-page overview matching sanitation supply and demand.

The tool, a sanitation marketing dashboard, was tested in two unions in one of the upazilas (sub-districts) covered by the BRAC WASH II programme.

Preliminary results revealed for instance that the quality of construction and hygiene promotion needed improvement.

An updated version of the tool will be used in six to nine representative upazilas in the BRAC WASH II programme.

India, Kerala: Mazhapolima participatory well recharge programme – video

A new video highlights India’s largest [1] well recharge programme in Thrissur, Kerala. The Mazhapolima participatory well recharge programme was initiated in May 2008 and aims to (eventually) recharge about 450,000 dug wells in the district, through community awareness and action. It was set up by former Thrissur District Collector, Mr. Kurian Baby, who now works as Senior Programme Officer, South Asia & Latin America Team at IRC International Water and Sanitation Centre.

Bangladesh: government cuts water and sanitation budget by US$ 121 million

The Bangladesh government has reduced its allocation for water and sanitation by around 10 billion taka (US$ 121 million) in the proposed 2012-13 budget. This is 29 per cent less than in 2011-2012. Just two months earlier at the SWA High Level Meeting in Washington, DC, the government had committed to increase the allocation for sanitation and water supply by 50 per cent. [1]

Speaking at a press conference in the capital Dhaka, WaterAid country representative Md Khairul Islam said that the government should raise the water and sanitation allocation and bridge the disparity between urban and rural people.

Economist Abul Barkat, chief researcher at the Human Development Research Centre, criticised the current development budget for being heavily urban biased, with 90 per cent going to urban areas (including 52 per cent to the cities of Dhaka and Chittagong) and 10 per cent to rural areas.

Both Khairul and Barkat rejected finance minister AMA Muhith’s claim, made in his budget speech on 7 June, that Bangladesh had the highest sanitation coverage – 91 per cent – in South Asia [2]. The two experts said the real figure was only 60 per cent [3], while Sri Lanka has achieved 92 per cent in terms of improved sanitation.

Asia: reducing lost water could bring water to millions


Millions of people in Asia and the Pacific could have access to clean water if leaks were plugged and water utility reforms adopted, says a new study by the Asian Development Bank (ADB).

“By cutting the amount of lost water in half, 150 million people could be supplied with treated water”, said ADB’s Vice President for Knowledge Management and Sustainable Development Bindu Lohani.
ADB estimates that 29 billion cubic meters of water is lost each year in the region, causing Asia’s water utilities to lose more than US$ 9 billion in revenue each year.

The ADB study, which showcases eight of the best-performing water utilities [2] in Asia, shows that current unaccounted for water (UFW) levels in the region of up to 60%, can be brought down to less than 20%. Phnom Penh even managed to lower its UFW level to just 6% in 2008.

The study developed a Good Practices Success Framework (see figure above) with seven key elements that urban water utilities need to address. Regarding one of these elements, empowering the poor, the study notes that each of the eight water agencies studied provided some kind of subsidy for obtaining a water connection and, in deserving cases, for the use of water as well.

China: US$ 27 billion for safe water for all rural areas by 2015

Everyone in rural areas will have access to safe drinking sources by 2015, reaffirmed China’s minister of water resources Chen Lei. He was speaking on 25 April 2012 at a bimonthly session of the National People’s Congress Standing Committee.

At the session, the minister presented at report on rural water resources, which stated that government would prioritise piped water systems, including the extension of urban water supply networks to rural areas.

Tuvalu: composting toilets help conserve water and boost livelihoods in Pacific islands

A new film shows how composting toilets are helping to address the serious water issues facing Tuvalu.

The tiny Pacific island nation of just 10,500 inhabitants recently experienced a devastating drought. Septic tank systems are polluting the groundwater and destroying the reefs in lagoons, forcing fishermen to spend more on fuel to travel further away to catch fish.

The Global Environment Facility supported Pacific Integrated Water Resources Management project (GEF Pacific IWRM) is addressing these problems by installing composting toilets on the main island of Funafuti. Composting toilets use almost no water and produce compost so that families can plant their own vegetables, making them less dependent on expensive food imports.

Getting people to adopt composting toilets was difficult, but once people understood the benefits, demand for the toilets increased. The project in Tuvalu has generated interest around the Pacific. Tonga has built demonstration toilets, Nauru has installed them in schools and the Marshall Islands are planning construction soon, the project web site says.

The GEF Pacific IWRM project is managing 13 national demonstration projects in 12 Pacific countries. It is being executed by the Secretariat of the Pacific Community’s Applied Geoscience and Technology Division (SOPAC), in partnership with UNDP and UNEP.

India census: more people have a mobile phone than a household toilet

Nearly half of India’s 1.2 billion people have no toilet at home, but more people own a mobile phone, according to the country’s latest census data.

Only 46.9% of the 246.6 million households have toilets while 49.8% defecate in the open. The remaining 3.2% use public toilets.

Census 2011 data on houses, household amenities and assets reveal that 63.2% of homes have a telephone. More than half the population – 53.2% – have a mobile phone.
